Out-of-State Online Instruction / NC-SARA

New York College of Traditional Chinese Medicine is approved to participate in the National Council for State Authorization Reciprocity Agreements. This allows students from other states, except California, to pursue certain courses in online instruction or in hybrid mode at the College. For additional information about the State Authorization Reciprocity Agreements, visit NC-SARA.
Online instruction are subject to regulation by New York State, as well as by the state of each student’s residence. Since a student’s state residency may affect eligibility to remain enrolled in the College, it is essential that online students intending to change their state of residence notify the NYCTCM Records Manager as soon as possible in advance. See the Student Location Policy.

Online Student Complaint Process

Students must first follow the NYCTCM Policy for Handling SARA Students Complaints by filing their complaint with the College in an informal or formal way to the NYCTCM Student Service Coordinator.

If the issue is not resolved by the internal appeal process, the complaint can then be directed to the SARA-Student Complaint Process New York State Education Department. Please note that NC-SARA policies do not cover complaints related to grades or student conduct violations and must be filed within two years of the incident.

NC-SARA facilitates interstate distance education by establishing a uniform set of standards and policies for participating institutions. This means that if a student in one SARA state has an issue with a distance education program offered by an institution in another SARA state, NC-SARA policies will guide the resolution process. For information about student complaint procedures related to distance education under NC-SARA, visit: SARA Student Complaints NC-SARA.
